CRC completed the environmental planning phase in 2011. Feedback from partner agencies and the public informed these efforts. The project is currently preparing for construction in late 2013. Below are descriptions of CRC's current work efforts.

Preparing for the construction phase

The CRC project construction is planned to begin in 2013 and will occur in segments. CRC is preparing for the construction phase of the project with construction staging and sequencing plans. Fieldwork

Ongoing work continues to aid in engineering design refinement and construction planning:

  • Geotechnical surveys
  • Location of underground utilities
  • Construction techniques testing

Engineering and design

Engineers, designers and planners are combining efforts to advance the technical designs for the replacement bridge, light rail stations, highway improvements and bicycles and pedestrian pathways. Engineering teams are currently working toward 25 and 30 percent design of the transit system in preparation for the final design phase of this project element. Several construction packages have been identified and plans are actively being developed for release of a design-build Request for Qualifications (RFQ) and Request for Proposals (RFP) for the replacement I-5 bridge (river crossing and approaches) in mid-2013. A Bi-state Citizen Advisory Committee will provide feedback on project designs and pre-construction planning.

Updating a finance plan

With a Record of Decision, the states are actively seeking funding. The CRC project is targeting funding from three major sources: the federal government, the states of Washington and Oregon, and tolling the I-5 bridge. The project continues to coordinate with the Oregon and Washington state legislatures, state transportation commissions, and federal agencies on identified funding sources.
